Texans Getting Academically Prepared (TGAP) Evaluations

The Texas Education Agency's (TEA's) state GEAR UP project-Texans Getting Academically Prepared (TGAP)-has provided interconnected activities supporting early awareness of and preparation for higher education among low-income and minority students, their families, and schools in six South Texas school districts. Over its six years (1999-2005), the state grant was guided by three goals for (a) building educator and student capacity for successful participation in challenging college preparatory programs, (b) increasing student and family awareness of opportunities for college and financial aid assistance, and (c) providing meaningful incentives and support for high student achievement from the business community.

TCER's evaluation examines: how TGAP influenced the capacity of educators, students, and their families to support participation in higher education; whether student and family awareness of higher education opportunities increased, and the academic outcomes of participating schools and students.

This study evaluates the fifth year (September 2003-August 2004) of the Texas Educational Agency's Texans Getting Academically Prepared (TGAP) project. TGAP aims to prepare low-income and minority students in six South Texas school districts for higher education opportunities by supporting early awareness of those opportunities and preparation for higher education. TCER's evaluation examines the project's progress towards three goals: building capacity to support participation in higher education, increasing student and family awareness of higher education opportunities, and gaining business and community support. The evaluation also looks at the academic outcomes for schools and students participating in TGAP.
