This report presents case studies of programs designed to support the academic success of at-risk students, including the Optional Extended Year Program, the Texas After School Initiative, and the Ninth Grade Success Initiative. Implemented in 1999, the Texas's Ninth Grade Success Initiative (NGSI) provided resources to support district programs designed to improve academic outcomes for at-risk ninth-grade students. This evaluation of NGSI relies on information collected through analyses of proposals, district-submitted data, and site visit data and the analysis discusses a broad range of topics, including challenges for ninth graders, program activities, successes and challenges in program implementation, and recommendations to policymakers.
